Senior Associate, Threat Reduction Operations

Bob is an experienced business unit director with proven ability to successfully lead diverse teams of skilled professionals in the technical services industry. He has more than 30 years of progressive management experience in international operations, program management, field operations, logistics support, information systems, and business development. He earned his undergraduate degree in international relations at UCLA, and did his postgraduate studies in engineering, computer science, and mathematics at Fullerton College and California State University, Fullerton. His focus at MAPP Associates includes project management, business development, capture and proposal management, host nation relations, and systems engineering.

Bob is an expert in business development, proposal management, customer and host nation relations, program management, earned value management, multi-site international operations, and systems engineering. He has substantive expertise in logistics, arms control and threat reduction, nuclear weapons safety and security, and export control and border security.

Bob began his career at Hughes Aircraft Company, where he managed software field engineers in Germany, Saudi Arabia, and Egypt. After 13 years, he joined Hughes Technical Services Company (later to become Raytheon Technical Services Company) where he spent much of his 20-year career working in arms reduction and counter-proliferation operations in Russia. He held progressively more senior positions, ultimately serving as the Director of Threat Reduction Operations in Moscow.

As an independent consultant, he has developed and overseen proposals, cost strategies, and program and transition plans for a wide variety of clients. His substantive expertise in non-proliferation, border security, operations and maintenance, and international equipment procurement has led to assignments in support of the Defense Threat Reduction Agency, the Department of State, the Army Tank and Automotive Command, and other clients.
